TWO BOOKS RELEASED BY THE CHIEF MINISTER
At the Invest in Goa session, moderated by Mr. Sunil Kumar Gupta, Founder and Chairman of SARC, the Chief Minister released “Invest in Goa: Handbook for Investors and Startups 2026”, written and compiled by Mr. Gupta and Shri Chanchal Soni, with a foreword by the Chief Minister. The 72-page handbook takes investors through Goa’s policies, approvals, land, incentives and sector opportunities step by step, drawing only on official sources.
The Chief Minister also released the fourth edition of Mr. Gupta’s book “Make in India”. The new edition adds a “Why India” chapter comparing India’s offer to investors with China, Vietnam, Indonesia, Bangladesh, Mexico and Thailand, and a step-by-step guide to setting up a business or factory in India.
PROPOSALS FOR GOA
Three investors presented their proposals for Goa at the session:
SARC is the facilitation partner for the sports city and LPG proposals. A panel on making Goa an AI State, with specialists in data, AI products, cybersecurity and data centres from The Modern Data Company, ColorTokens and Megha-Tantra Advisors, discussed how the State’s new AI Policy, which aims to train 50,000 Goans in AI by 2030, can be turned into jobs and investment.
“A PROPOSAL MATTERS WHEN IT BECOMES A PROJECT”
Addressing the session, Mr. Sunil Kumar Gupta, a Chartered Accountant and author of more than two dozen books, said Goa offers investors what few locations can.
“Goa has what investors look for: a stable Government, a single window with fixed timelines, two international airports, a major port, and a quality of life that helps companies hire and keep talent. The proposals presented today, in data centres and AI, in sport and in energy security, show what Goa can become,” said Mr. Gupta.
“With this handbook, an investor no longer has to piece Goa together department by department. Every policy, approval and incentive is set out step by step, and every fact comes from an official source,” he added.
On the new edition of “Make in India”, he said the question every global investor now asks is “why India?”, and that the book answers it directly by comparing India with the other destinations investors are weighing before showing how to set up here.
“A proposal matters only when it becomes a project. SARC will send a note on today’s proposals and the next steps, each with a suggested owner, to the Chief Minister’s Office and the Goa Investment Promotion and Facilitation Board within seven days, and we will follow them through,” Mr. Gupta said.
YOUTH FOR GROWTH
The day also featured “Youth for Growth”, a panel on how young Goans can build careers and companies in the State. [Add the panellists and two key takeaways.]
THE DAYS AHEAD
The summit continues on 30 October with “Solar Rising”, on the solar energy sector, and “Maritime Horizons: Shipping, Ports & Dredging”, followed on 31 October by an “AI & Data Roundtable” on data management, AI and regulatory readiness. Across the three days, more than 1,000 curated meetings are planned between international buyers and Goan MSMEs.
CM Sawant stated that Goa is moving aggressively beyond its traditional tourism footprint to transform the state into a premier global hub for emerging tech industries, startup innovation, and manufacturing.
