Mumbai, 25 October, 2026: The RBI Governor Mr Sanjay Malhotra today gave welcome address at the inauguration of RBI's Data Centre and Cyber Security Training Institute at Odisha. Here is the gist of his speech at the event:

Honourable Prime Minister Shri Narendra Modi ji, His Excellency the Governor of Odisha, the Chief Minister, the Union Finance Minister, the Union Minister for Tribal Affairs, the Deputy Chief Minister, distinguished guests, ladies and gentlemen.

Namaskar, and good evening.

  1. On behalf of the RBI, I extend a heartfelt welcome to all of you to the inauguration ceremony of the new Data Centre and Cyber Security Training Institute in Bhubaneswar. I express my special and deepest gratitude to the Honourable Prime Minister for gracing this event with his august presence. Sir, your presence reflects how much importance our nation attaches to a secure, inclusive, and technology-driven financial system.
  2. Technology plays a central role in fulfilling responsibilities related to monetary policy, financial stability, regulation, payment, and currency management. Accordingly, the Reserve Bank itself operates crucial financial market infrastructure. Large-value transactions are settled in real-time through RTGS. Retail transactions can be made 24/7 through NEFT. Our core banking solution, 'E-Kuber', forms the foundation of government banking and our transactions with banks. The NDS-OM platform enables transparent trading in government securities. 'RBI Retail Direct' has opened up this market to retail investors.
  3. Technology has also transformed our internal functioning. Through PRAVAH, regulated entities apply online for various licenses and approvals. We monitor the issuance, processing, and distribution of currency notes through data-driven systems across our issue offices and currency chests. Our supervision is anchored on CIMS (our data warehouse) and DAKSH (our supervisory platform). These incorporate tools such as analytics and SupTech for the early detection of risks.

5 For citizens' grievances, the Integrated Ombudsman Scheme portal provides a single point of contact. The UDGAM portal helps people track down unclaimed deposits.

  1. The Reserve Bank's role is also to facilitate the adoption of technology in the banking and financial sector. Interoperable platforms like UPI, operated by NPCI, have provided digital payment facilities to crores of people. The Account Aggregator framework, Unified Lending Interface, Reserve Bank Innovation Hub, and the regulatory sandbox help drive innovation responsibly. RBI's CBDC pilot projects explore the potential of new forms of currency based on modern technologies. We are also encouraging artificial intelligence built on the principles of accountability, fairness, and explainability.
  2. Any system that is not secure is incapable of winning public trust. Therefore, we have implemented the necessary frameworks for IT governance, cyber resilience, outsourcing, third-party risks, and digital payment security.
  3. Honourable Prime Minister, during the RBI@90 celebrations in April 2024, you suggested that we adopt Artificial Intelligence and new technologies, remain vigilant about cybersecurity alongside the digitalisation of banking, and prepare skilled manpower for this task. The Data Centre and Cyber Training Institute are part of our efforts in that very direction.
  4. The new Data Centre will enhance the capacity, resilience, and security of our critical systems. The IT Training Centre will assist in developing skills for officials from the RBI and the entire banking system in the fields of cybersecurity, data science, cloud computing, and AI.
  5. In conclusion, I thank everyone who made an invaluable contribution to building this facility, especially the Central Government and the State Government of Odisha.
  6. Once again, a very big thank you and greetings to everyone, especially to the Honourable Prime Minister.

Thank you. Jai Hind.
