My dear family members.

Johar to all of you! Today is a day full of good fortune. I have just returned from Ulihatu, the birthplace of Lord Birsa Munda. I have also had a very pleasant meeting with his family members, and I have had the great privilege of placing that sacred soil on my forehead. I also got the opportunity to visit Bhagwan Birsa Munda Memorial Park and Freedom Fighter Museum. Two years ago, on this day, I had the privilege of dedicating this museum to the country. This state was formed due to the efforts of Atal ji. The country, especially Jharkhand has just received the gift of different schemes worth Rs 50 thousand crores. Today many rail projects have been initiated in Jharkhand as part of expansion of railway infrastructure and connectivity. You will be happy to know that Jharkhand has also become the state with 100% electrified rail routes in the country.

The story of Lord Birsa Munda, a symbol of tribal pride and struggle, fills every countryman with inspiration. Every corner of Jharkhand is associated with such great personalities, their courage and tireless efforts. Many heroes like Tilka Manjhi, Sidhu Kanhu, Chand Bhairav, Phulo Jhano, Nilambar, Pitambar, Jatra Tana Bhagat and Albert Ekka have made this land proud. If we look at the freedom movement, there was no corner of the country where tribal warriors did not take a stand. Who can forget the contribution of Govind Guru in Mangarh Dham? Tantya Bhil of Madhya Pradesh, Bhima Nayak, Martyr Veer Narayan Singh of Chhattisgarh, Veer Gundadhur, Rani Gaidinliu of Manipur... Veer Ramji Gond of Telangana, Alluri Sitaram Raju of Andhra Pradesh who inspired the tribals, Rani Durgavati of Gond Pradesh, These are those personalities to whom the country is still indebted. It is the misfortune of the country that after independence, justice was not done to such heroes. I am satisfied that during Amrit Mahotsav, on the occasion of 75 years of independence, we remembered such brave women and passed on their memories to the next generation.

Coming to Jharkhand also gives me an opportunity to refresh old memories. Ayushman Yojana, the biggest strength of the poor, was started from Jharkhand itself. Just a few years ago, I had inaugurated the District Court in Khunti which runs on solar power. Now today not one but two historic campaigns are going to start from this holy land of Jharkhand. Vikas Bharat Sankalp Yatra will become a powerful medium to achieve the government's goals of saturation. PM Tribe Tribal Justice Maha Abhiyan, Tribes standing on the verge of extinction, which we till now know as Primitive Tribes. Will protect them, empower them. Both these campaigns will give new energy to India's development journey in the Amritkaal.

It has been more than two decades since I served as the Head of the Government. I have got a very close opportunity to know and understand the aspirations of the countrymen. Based on those experiences of mine, I am presenting a nectar mantra before you today. And keeping it from the land of Lord Birsa Munda. If we have to build a grand and divine edifice of developed India in the next 25 years, then we will have to further strengthen its four Amrit Pillars and continuously strengthen them. Now, with even more energy than what our government did in the last 10 years, we have to put all our strength on these four nectar pillars. And I want to tell you these four nectar pillars of developed India. Are these four nectar pillars? First Amrit Pillar – Our women of India, our mothers and sisters, our women power. The second pillar of nectar is - our Indian farmer brothers and sisters and the businesses related to farming, be it animal husbandry or fish farming, all these are our food providers. Third Amrit Pillar – The youth of India, the youth power of our country which is the biggest force that can take the country to new heights in the coming 25 years. And the fourth Amrit Pillar – India's middle class, neo middle class and my poor brothers and sisters of India. The stronger we strengthen these four pillars, the higher the edifice of developed India will rise. I am satisfied that the amount of work that has been done to strengthen these four Amrit Pillars in the last 10 years has never been done before.

Till date and nowadays, India's success is being discussed everywhere that in the 5 years of our government, more than 13 crore people have come out of poverty. After all, what happened in the last few years that such a big change has been seen on the ground? In 2014, when you all placed us on the throne of Delhi and gave us the responsibility of running the government, our service period has started from that day. We have come to serve. And if I talk about that period of service, at that time before our arrival a large population of India was deprived of basic facilities. Crores of poor people of the country had given up hope that their lives would ever change. And the attitude of the governments was also such that they considered themselves the parents of the people. We started working as your servants, not with the feeling of parents but with the feeling of a servant. We started giving preference to those who were deprived. The government itself went to those who were considered the furthest away. Our government became their support and companion for those who were neglected for decades. The bureaucracy was the same, the people were the same, the files were the same, the rules and regulations were the same. But thinking changed and when thinking changed, results also changed. Before 2014, the coverage of sanitation in the villages of the country was less than 40 percent. Today we are reaching the target of 100 percent. Before our government, only 50-55 percent of the houses had LPG connections. Today, women in almost 100 percent of the houses have become free from smoke. Earlier, only 55 percent of the children in the country were able to get life saving vaccines, half the children were left out. Today almost 100 percent children are being vaccinated. In the seven decades after independence, only 17 percent of rural families in the country had access to tap water, not even 20 percent. Because of Jal Jeevan Mission, today this is also reaching 70 percent.

Do you know who we met in the society at that time? Who were those people who got this initial cream? All these used to be influential people. The prosperous people, who had access and recognition in the government, used to easily collect facilities and arrangements and the government also had such a mind, they used to give more to them. But there was no one to pay attention to those who were left behind in the society, who were deprived of basic facilities. He was living his life amidst inconveniences. Modi made such deprived people of the society his priority. Because those are the people among whom I have lived, I have sometimes eaten the bread of such families, I have sometimes eaten the salt of the last person in the society, today I have come to this earth of Lord Birsa Munda to repay that debt.

Generally the attitude of the governments is that whatever is easily achievable, that goal should be achieved first. But we worked on another strategy. I would tell the knowledgeable people to study this, you will remember that even after so many decades of independence, 18 thousand villages were left where electricity did not reach. To survive in the 18th century, people were forced to live in darkness. They were left to live in darkness, I believe, because there were so many difficulties in getting electricity there. But it was difficult, that's why it has to be done. Everyone draws a line on butter, but one should also draw a line on a stone. And I had promised the country from the Red Fort that I had publicly taken the difficult resolution of providing electricity to 18 thousand villages in a thousand days and today I have to say with my head bowed that your servant has completed that work on time. Had done it.

There were more than 110 districts in our country which were lagging behind on every parameter of development, far behind. The old governments have branded these districts as backward. And the earlier governments simply identified it, it is useless, backward, nothing can happen further and the government kept sleeping. Education, health and facilities in these districts were in a pathetic condition for decades. And coincidentally, it was in these backward districts that the largest population of my tribal families in the country lived. When officers had to do punishment posting, they were sent to these districts. Keep telling the tired, defeated and unsuccessful person, friend, you go there, you have no work here. What will he do now? Leaving these more than 110 districts on their own, India could never have developed. Therefore, following the principle of giving preference to the underprivileged, our government declared these districts as Aspirational Districts. We emphasized on appointing the most promising officers in these districts by taking the governments into confidence. In these districts, we are reaching new heights of success by starting work from scratch on issues like education, health, roads, etc. Here in Jharkhand too, many such districts including Apna Khunti are in that list. Now this success of the Aspirational District Campaign is being expanded through the Aspirational Block Programme.

For decades in our country, songs about social justice and secularism were sung a lot every morning and evening and a lot of statements were made. True secularism comes only when all possibilities of discrimination against any citizen of the country are eliminated. Social justice is assured only when everyone gets the benefits of government schemes equally and in the same spirit. Unfortunately, even today there are many poor people in many states who do not have adequate information about the schemes. There are many poor people who are not able to rush to avail the benefits of the schemes. For how long will we continue to leave them to their fate? Out of this pain, out of this suffering, out of this feeling, this thought has been created. And with this thinking, the Developed India Sankalp Yatra is starting from today. This yatra will start from today, 15th November, the birth anniversary of Lord Birsa Munda, and will continue till 26th January next year. In this journey, the government will go to every village of the country in mission mode, every poor, every deprived person will be made a beneficiary of the government schemes for which he is entitled. If this plan reaches him, arrangements will be made for him. And you must remember, some of my media friends do not know. In 2018 also I did an experiment. The Central Government had launched one such Gram Swaraj campaign. And I had sent one thousand officers of the Government of India to the villages. One thousand officers were removed from the air conditioned rooms and were sitting in the village. In this campaign also, we went to every village with seven major schemes. I believe that like the Gram Swaraj Abhiyan, we also have to go to the Vikas Bharat Sankalp Yatra by visiting every village, meeting every such deserving person and taking a pledge to make this scheme successful, and when God leaves the land of Birsa, Success is definitely achieved. I am seeing the day when every poor person will have a ration card giving free ration. When every poor person will have Ujjwala's gas connection, Saubhagya's will have electricity connection, and tap water. I am seeing the day when every poor person will have an Ayushman card giving free treatment up to Rs 5 lakh. When every poor will have his own permanent house. I am seeing the day when every farmer will join the pension scheme of the central government. When every laborer will become a beneficiary of pension schemes. When every eligible youth will be able to take advantage of Mudra Yojana, and step towards becoming an entrepreneur. Vikas Bharat Sankalp Yatra is in a way Modi's guarantee to the poor of the country, to the mothers and sisters of the country, to the youth of the country and to the farmers of the country. And when Modi has a guarantee, do you know what that guarantee is? Modi's guarantee also means guarantee of fulfillment of the guarantee.

A major foundation of the resolve for a developed India is PM Janman...ie PM Tribe Tribal Justice Maha Abhiyan. Social Justice - General - General talks were held, Modi has courageously come out with the tribal justice campaign. After independence, the tribal society was continuously ignored for many decades. I was in Atal ji's government, which created a separate ministry for the tribal community and made a separate budget. During our government, the budget for tribal welfare has now increased by 6 times as compared to earlier. PM Janman, the scheme has been named – PM Janman. PM Janman i.e. PM Tribe Tribal Justice Maha Abhiyan, under this our government will now reach those tribal brothers and sisters who have never been reached. These are those tribal groups, we have already said that they are primitive tribes, most of whom are still forced to live in the forests. Forget about seeing, they have not even heard the sound of the train. Our government has identified 75 such tribal communities, primitive tribes, living in more than 22 thousand villages of the country. Just as there are extreme backward among the backward people, in the same way these tribals are also the most backward among the tribals. Their number in the country is in lakhs. These most backward tribals have not received even basic facilities, even after 75 years of independence. The people of this tribal community never got permanent houses. In many generations their children have not even seen school. No attention was paid to the skill development of the people of this society. Therefore, now the Government of India is going to reach out to these tribes by running a special campaign. Earlier governments did the work of adding the figures, got the work done from those who are close to them, those who have reached the top, but I don't want to sit just adding the figures, I have to add lives, I have to connect lives, every Life has to be filled with life, every life has to be filled with new passion. With this aim, today I am starting this great campaign with PM Jana Mana, we sing Jana Gana Mana. The Government of India is going to spend Rs 24 thousand crores on this mega campaign.

I especially want to express my gratitude to respected President Draupadi Murmu ji for this great campaign. We have also just heard his video message. When she was the Governor here in Jharkhand and before that in Odisha too, she worked as a minister and social worker. So she kept trying day and night to bring forward the tribal groups living at such extreme ends. Even after becoming the President, she continued to invite such groups to Rashtrapati Bhavan with respect, understanding their problems and discussing their solutions. I am confident that with the guidance he has given us, the inspiration he has given us, we will definitely be successful in this PM Janman, PM Tribe Tribal Justice Maha Abhiyan.

Our President Draupadi Murmu ji is also an inspiring symbol of Women Led Development. The way India has shown the whole world the path of development of women power in the past years is unprecedented. These years have been of convenience, security, respect, health and self-employment for mothers, sisters and daughters. The name that these daughters of our Jharkhand are earning in sports, it fills one's heart with joy. Our government made schemes for women, keeping in mind every stage of their lives. Beti Bachao Beti Padhao has increased the population of girls and enrollment of girl students in schools has also increased. Construction of separate toilets for girl students in government schools has reduced the compulsion to leave school. Under PM Awas Yojana, sisters have become owners of crores of houses, houses have been registered in the name of sisters, for the first time any property has been registered in their name. Sainik School, Defense Academy has been opened for the admission of daughters for the first time. Almost 70 percent of those giving loans without guarantee under Mudra Yojana are women of my country, my daughters. Women self-help groups are also being given record financial assistance from the government today. And Lakhpati Didi campaign, some people get dizzy after listening to me. My dream is to make two crore women Lakhpati Didi, two crore women. Look, two crore women running self-help groups are going to become millionaires. Just a few months ago, our government has also adopted the Narishakti Vandan Act giving reservation to women in the Assembly and Lok Sabha. Today is the holy festival of Bhai Dooj. This brother guarantees to all the sisters of the country that your brother will continue to remove every obstacle in the development of your sisters, your brother will work hard to get rid of your troubles. The nectar pillar of women power will play an important role in building a developed India.

The Central Government is committed to harnessing the potential of every individual in the journey to a developed India. Just two months ago we have also started PM Vishwakarma Yojana. The government has made efforts to bring forward those who are known for their traditional skills. Be it a potter, a blacksmith, a carpenter, a goldsmith, a garland maker, a mason, a carpenter, a washerman, a stitcher, a shoe maker, such are our friends, these are our Vishwakarma friends, under this scheme Vishwakarma friends. They will get modern training, and they will get money during the training. They will get good new tools, new technology and Rs 13 thousand crores will be spent on this.

Today the 15th installment of PM Kisan Samman Nidhi was released to the farmers of the country. Now the total amount sent to the accounts of crores of farmers of the country has crossed Rs 2 lakh 75 thousand crores. Those of you farmers sitting here must have received a message on their mobile that Rs 2,000 has been deposited in your account. There is no cut company, no middleman, Direct Modi has a direct relationship with you. These are the same farmers who earlier had no questions. Now the government is taking care of the needs of these farmers. It is our government which has connected cattle farmers and fishermen with the facility of Kisan Credit Card. Our government spent Rs 15 thousand crore on free vaccination of livestock. After Corona, you were given free vaccine, thousands of crores were spent. An effort was made to save every member of your family, not only this, now by spending Rs 15 thousand crores, animals are also being vaccinated for free, you too should take advantage of this. To promote fish farming, I have just come here and there is an exhibition showing fish worth Rs 1.5 lakh each and they are making pearls from it. Financial assistance is being provided under Matsya Sampada Yojana. Today 10 thousand new Farmer Produce Unions – FPOs are being formed in the country. This has reduced the costs of farmers and made access to the market easier. International Millet Year is being celebrated this year due to the efforts of our government. Complete preparations are being made to give the coarse grain the identity of Indian grain and take it to foreign markets. Our tribal brothers and sisters will also benefit from this.

Due to these all-round efforts of the government, Naxalite violence has also reduced in states like Jharkhand. Jharkhand is going to complete 25 years of establishment in a year or two. This is a very inspiring time for Jharkhand. At this milestone, work can be started with the target of saturation of 25 schemes in Jharkhand. I would also urge the Jharkhand government, I would urge all the leaders of Jharkhand to launch a huge campaign by setting a target of 25 years, this will give a new impetus to the development of the state and will also make the life of the people here easier. Our government is committed to expanding education and providing opportunities to the youth. Today a modern national education policy has been made in the country. Now students are getting the option of studying medical and engineering in their mother tongue. In the last 9 years, more than 300 universities have been built across the country and more than 5 and a half thousand new colleges have been built. Digital India campaign has given new opportunities to the youth. Thousands of youth have got employment in common service centers in every village. India has the third largest ecosystem in the world with more than one lakh start-ups. Today, new hostels have also been inaugurated at IIM Campus in Ranchi and IIT-ISM, Dhanbad.
