Ex Project Director Of NHAI Sentenced To 4 Years’ RI


It was alleged that accused Shri Bhima Simha demanded an undue advantage of Rs. 2 lakh to accord permission for running a restaurant one National Highways at Villupuram.

Mumbai, April 17, 2025: CBI Court has sentenced two accused including then Project Director of National Highways Authority of India (NHAI), Villupuram to 4 years’ Rigorous Imprisonment (RI) with total fine Rs. 40,000/- in a case of Bribery.

The Hon’ble XIV th Spl. Adll. Court for CBI cases, Chennai has sentenced two accused including Shri H. Bhima Simha Hindupur, then Project Director (PD) of National Highways Authority of India (NHAI), Project Implementation Unit (PIU), Villupuram and Shri J.Saravanan, then Personal Assistant (appointed through a contractor) to said PD of NHAI to 4 years’ Rigorous Imprisonment (RI) with total fine Rs40,000/- in a case of Bribery.

CBI had registered the instant case on 27.10.2017 against Shri H. Bhima Simha Hindupur then, Project Director, National Highways Authority of India (NHAI), Project Implementation Unit (PIU), Villupuram based on the written complaint. It was alleged that accused Shri Bhima Simha demanded an undue advantage of Rs. 2 lakh to accord permission for running a restaurant one National Highways at Villupuram. 

          It was also alleged that Shri H.Bhima Simha, then Project Director, NHAI, PIU, Villupuram, Tamil Nadu State worked on deputation from his parent department i.e., Roads & Buildings Department, Government of Andhra Pradesh, Vijayawada from 17.04.2013 to 27.10.2017. Shri J. Saravanan worked as Personal Assistant to accused and he was appointed on contract basis through, Proprietor of M/s MM Consultants, Erode. It was also alleged that Complainant is having a land adjacent to national highway at Villupuram and it was given on lease to complainant for running a hotel by name Sara Restaurant. As per the instructions of accused Shri H.Bhima Simha, for according permission, complainant handed over his land documents to Shri J.Saravanan and also contacted, Proprietor of M/s MM Consultants, Erode for preparing proposal for access permission.

CBI had laid a trap and caught both accused red-handed while demanding and accepting the undue advantage of Rs.2,00,000/- from complainant.

After completion of investigation, Charge Sheet was filed by CBI on 7/6/2019 said accused before the Hon’ble XIV th Spl. Adll. Court for CBI cases, Chennai.

         The Court, after trial, held the accused guilty and sentenced them accordingly.
